On 11 October 2004, NEDA Director General Romulo L. Neri presented to the donor community the Medium Term Philippine Development Plan or MTPDP 2004-2010. Interestingly, there were two slides on the planned Digital Infrastructure which somehow veers away from what little we know of ZTE since the annexes of the Supply Contract has not been made public, as yet.How do we now reconcile the MTPDP and ZTE? Why the changes in the reference? Hazard a guess?
